HOW WE GOT HERE

Since April 2003, when The Rouse Company submitted a petition for a Preliminary Development Plan amendment to the Howard County Department of Planning and Zoning for the area adjacent to Merriweather Post Pavilion known as the Crescent, the community has been fully engaged in a dialogue and process to create a vision for the future of downtown Columbia. Almost 100 meetings held during the ensuing years are evidence of how deeply committed and engaged the community has been in this process. The public meetings relative to downtown Columbia’s future have been numerous and the community interest has been strong. Below is a list of meetings that has involved GGP’s participation or attendance for downtown Columbia.

Beginning with the Oakland Mills Village Board, the GGP team discussed the submission and process with all 10 of the Village Boards.
November 11, 2008 Greg Hamm conducted a question and answer session for the Chamber of Commerce Business Alliance.
October 30, 2008 “Bring Back the Vision” invited Greg Hamm to provide an update on the submission process. A question and answer session followed.
October 22, 2008 Greg Hamm returned to the Town Center Village Board to respond to specific questions relative to the General Plan Amendment submission.
October 1, 2008 At a Columbia Association Board Meeting, Greg Hamm and GGP’s consultants presented specific issues pertaining to the General Plan Amendment that had been submitted to the County the same day.
September 24, 2008 League of Women Voters meeting. Greg Hamm presented elements of the draft master plan. A question and answer session followed.
April 2, 2008 An Evening with Keith Bowers. Mr. Bowers is founder and president of Biohabitats, an ecological restoration/design consultancy.
September 16, 2008 Miles & Stockbridge Attorney’s meeting. Greg Hamm presented elements of the draft master plan.
September 10, 2008 Howard County Homebuilders meeting. Greg Hamm presented elements of the draft master plan.
August 27, 2008 Howard County Commission on Disabilities. Greg Hamm presented elements of the draft master plan.
August 19, 2008 Voices for Change (V4C) meeting. Greg Hamm presented elements of the draft master plan.
July 16, 2008 The opening of Vision in View: Columbia Town Center, an exhibit featuring the downtown Columbia draft master plan. The display was open to the public for eight days.
July 9, 2008 Vision in Focus: The Neighborhoods, featuring Alan Ward of Sasaki and Associates and Keith Bowers of Biohabitats. This was the fourth in a series of meetings that followed the initial presentation of the draft master plan for downtown Columbia.
June 11, 2008 GGP sponsored the Young Professionals Symposium and displayed elements of the draft master plan.
May 13, 2008 Marty Wells of Wells & Associates met with the Transportation Advocates group.

Members of the GGP team met with residents of the Village of River Hill to gather comments and ideas about the draft master plan. During the following two weeks, similar meeting were held in each of the other nine villages.

May 6, 2008 Vision in Focus: Environment, featuring Keith Bowers of Biohabitats, was the first of four presentations hosted by GGP to present specific elements of the draft master plan.
April 28, 2008 Many Voices: One Vision. GGP presented the draft master plan for downtown Columbia.
April 9, 2008 An Evening with Jaque Robertson. Mr. Robertson is the founding partner of the architecture and urban design firm of Cooper, Robertson & Partners.
April 3, 2008 GGP and the Columbia Association Board of Directors met to discuss common issues relative to
downtown Columbia, current and future.
March 19, 2008 An Evening with Gail Dexter Lord. Ms. Lord is president of Lord Cultural Resources, the world’s largest cultural planning firm.
March 5, 2008 An Evening with Alan Ward. GGP hosted the first of four presentations to introduce the world-class consultants involved in the master-planning process. Mr. Ward is a principal with Sasaki & Associates, a landscape architecture firm.
February 13, 2008 Greg Hamm attended the Town Center Village Board meeting to introduce himself and to discuss the process for creating a master plan for downtown Columbia. In the months following, he met with the remaining nine Village Boards individually.
January 24, 2008 Greg Hamm was invited to meet with the Board of Directors of the Columbia Association.
January 8, 2008 GGP’s Greg Hamm and the Transportation Advocates met to discuss the master plan’s impact on traffic and transportation in downtown Columbia.
November 11, 2007 The first of four presentations by GGP to community groups was held at Oakland Manor.
October 25, 2007 Highlights of the County’s ‘Downtown Columbia: A Community Vision’ draft framework document.
October 20, 2007 Members of the Department of Planning and Zoning staff met with the Columbia Association Board of Directors and the Village Boards of Directors to review the County’s ‘Downtown Columbia: A Community Vision’ draft framework document.
October 11, 2007 Howard County’s Department of Planning and Zoning held a public meeting to present the results of the traffic assessment that it commissioned.
October 10, 2007 Howard County’s Department of Planning and Zoning presented results of its ‘Downtown Columbia: A Community Vision’ draft framework document.
January 11, 2007 Adam Lerner spoke about the importance of a cultural community center with public art and art spaces as the final Voices of Vision presentation.
December 14, 2006 Dr. Robert Burchell, the third Voices of Vision presenter, spoke on land-use development and regulation, and housing policies.
November 16, 2006 The second Voices of Vision presentation featured Professor Ann Forsyth, an expert on the social aspects of planning and urban design.
October 19, 2006 GGP and Howard Community College jointly hosted the first of four Voices of Vision presentations, open forums on topics relevant to downtown Columbia’s vision for its future. Urban planner and author Vernon Swaback spoke on the importance of urban planning and its impact on quality of life.
February 27, 2006 Howard County Department of Planning and Zoning hosted a public meeting to present a preliminary master plan that resulted from the October 2005 week-long Charrette.

Howard County Department of Planning and Zoning held 14 meetings with community leaders to discuss the major components for a master plan. These were called “Focus Group” meetings.
October 15-22, 2005 Howard County Department of Planning and Zoning conducted a week-long Charrette, which included the community in the planning process for a new master plan for downtown Columbia.
June 26, 2005 GGP hosted its second Town Hall Meeting to continue the presentation of the draft master plan.
May 18, 2005 GGP held its first public Town Hall Meeting to introduce a draft master plan.
