Since April 2003, when The Rouse Company submitted a petition for a Preliminary Development Plan amendment to the Howard County Department of Planning and Zoning for the area adjacent to Merriweather Post Pavilion known as the Crescent, the community has been fully engaged in a dialogue and process to create a vision for the future of downtown Columbia. Almost 100 meetings held during the ensuing years are evidence of how deeply committed and engaged the community has been in this process. The public meetings relative to downtown Columbia’s future have been numerous and the community interest has been strong.
